This article discusses the relevance of third party testing to
municipal wireless networks. That is: whether the municipality is
running the network or has engaged the private sector to do so,
municipalities have a visible stake in ensuring that they deliver what
they promised. One way municipalities can do this is to engage a third
party to test network quality and availability. For example, using a
notebook PC with GPS (Global Positioning System) and custom software,
the company Uptown Services can gather performance data on network
parameters including: coverage, data throughput, delay, packet loss and
loss of entire files. This testing can be done in one to five days,
depending on the size of the area.
