The Rhode Island Wireless Innovation Networks (RI-WINs) is an initiative led by the Business Innovation Factory, a non-profit organization that focuses on bringing public and private partners together to develop innovative programs. The organization sees Rhode Island as a real world laboratory for testing new ideas. The aim of the RI-WINs project is to cover Rhode Island with a border-to-border wi-max/wireless network to enable business, healthcare, education, government services, and public safety applications and services. While the network is still seeking funds to go forward with a full roll-out, it seems feasible, partly because there is significant public and private sector support for and participation in the network.

The RI-WINs feasibility and business model development study is a good resource for other communities studying the feasibility of a local network. It focuses on four questions: Is there sufficient demand for a statewide border-to-border broadband wireless network? Is it technologically feasible to build and run a statewide wireless network? Is it economically feasible to build and run a statewide wireless network? How should the network be built and operated?
