This report uses the Philadelphia citywide wireless project as a case
study to assess the benefits of municipal wireless networks, and to
create a series of recommendations for groups considering similar
projects. The report (1) discusses the catalyzing role of government in
general and in the telecommunications industry, (2) the emergence of
municipal wireless networks and drivers/inhibitors, (3) a list of
lessons learned from the Philadelphia project, (4) a summary of key
