There are several issues pending at the FCC and in Congress that hold
great implications for the success or failure of municipal and
community wireless networks. The three key debates (open spectrum,
municipal wireless, network neutrality) are discussed in this concise
document, including a general background of each debate, what issues
are at stake, and related pending bills/regulations. The document is
written by the New America Foundation, a non-partisan think-tank. It is
a good introduction to the larger debates around public wireless
projects.
