This document begins with a one-page checklist of general, technical, financial and implementation/operational criteria that the city of Palo Alto, CA will use to evaluate bidders to build an ultra-high speed (100 Mb/s) broadband network in the city. While each community will likely have a different set of criteria, this list provides a fairly comprehensive list that communities might draw from to create their own. Setting clear guidelines, priorities, and evaluation criteria in the RFP stage can help communities to, ultimately, get the network that best meets their needs.
