This article proposes that the network neutrality debate — and related
fears about censorship, prices and consumer choice — could fuel
interest in municipally owned broadband networks as an alternative to
privately owned ones. While there is not evidence yet that concerns
over network neutrality has an effect on municipal broadband network
activity, it is possible that it could in the future. This article is
useful as an introduction to how these two movements may come to play
off one another.
