The Media Access Project (MAP) is a non-profit public interest
telecommunications law firm. It is working to influence US federal
internet policy, so that policy changes are made that help to ensure
that basic internet network infrastructure is open to all internet
service providers, not just the telephone or cable companies that
currently own these networks. They advocate a policy of “open access”
which means that: “the owner of a network must make it available to all
users under the same terms and conditions.” And, “The network owner
cannot interfere with content that travels over the network.” These
requirements help to stimulate competition and ensure network
