Wireless Philadelphia’s RFP includes examples of Proof of Concept (Section 2.3, p. 22) and Acceptance (Section 4.8, p. 45) agreements. These can help communities to ensure that they get the network they want, and the network a service provider promises. Two years later, Wireless Philadelphia has accepted Earthlink’s proof-of-concept network, giving the provider permission to complete the entire wireless citywide network: Wireless Philadelphia, Proof of Concept Acceptance http://www.wirelessphiladelphia.org/blog_detail.cfm/blog/19 In addition, prior to this, Wireless Philadelphia approved a set of Service Level Agreements (SLA’s) for various aspects of the network’s functionality. These SLA’s focused on the viability of the network and the user experience, featuring a 1 Mbps average data transmission rate, 95% outdoor coverage within the coverage area, 90% indoor coverage, and 99% network availability.
