This report responds to issues concerning high-speed communications services in the United States, especially in matters concerning the business model and the physical infrastructure/build-out of the network. By addressing four of the major arguments against community network ownership and through the presentation of 10 case studies of community network models in the U.S., the report concludes that community ownership is the best network business model. Additionally, included in the report is a summary of the vital statistics of each of the 10 case studies, illustrating the variety of public models and technology that exist and the populations that each respective model serves.
